Following ATA-MSC’s Advocacy, PPA Authorizes Temporary Use of Non-DoD Approved Storage in Transit Facilities for 2026

Jun 08, 2026

Washington— Last month, the ATA-MSC wrote to Major General Lance Curtis to raise industry concerns regarding storage capacity within the Defense Personal Property Program (DP3). With the 2026 peak season now underway, ATA-MSC shared the need to approve Storage-in-Transit (SIT) warehouses and the potential need for temporary authorization of Non-DoD Approved (NDA) storage facilities grows each day.

This afternoon, PPA released Advisory 26-0093 authorizing the temporary use of Non-DoD Approved CONUS Storage in Transit facilities for 2026. A full copy of the advisory is available here.

In response, ATA-MSC Executive Director Dan Hilton issued this statement praising the decision:

"ATA's Moving and Storage Conference is grateful once again to PPA for continuing to be responsive to industry concerns and enabling movers to be the trusted providers to the men and women in uniform that they deserve. The investment these businesses make during challenging economic times warrants this change, we appreciate the PPA's swift attention to addressing this issue. "
