About the Presenters:

Dan Horvath, Senior Vice President, Regulatory Affairs and Safety Policy, American Trucking Associations

Dan Horvath is the Senior Vice President of Regulatory Affairs and Safety Policy at the American Trucking Associations. Dan joined ATA in March of 2018 as Director of Safety Policy after more than five years as Director of Compliance and Safety at TransForce Inc. Prior to that role, Dan was a Federal Motor Carrier Safety Administration auditor, examining new commercial carriers for regulatory compliance. Before his time at FMCSA, Dan spent several years as a driver and in the operations and safety department at Mlaker Transportation Inc., a Pennsylvania-based motor coach and student transportation company. In September 2018, Dan was promoted to Vice President of Safety Policy, and in November 2023 to Senior Vice President of Regulatory Affairs and Safety Policy. In this role, he represents ATA and its regulatory affairs agenda before federal and state government regulators and various non-governmental organizations. Dan directly oversees the association’s Safety Policy committees which formulate the official safety policy agenda on behalf of ATA’s broader membership. Dan, a proud CDL holder, is a 2017 graduate of the LEAD ATA program, a long-time volunteer at the National Truck Driving Championships, and serves on multiple Federal Advisory Committees, including FMCSA’s Motor Carrier Safety Advisory Committee.

Henry Hanscom, Senior Vice President of Legislative Affairs, American Trucking Associations

Henry Hanscom currently serves as the Senior Vice President of Legislative Affairs for the American Trucking Associations (ATA), having been with ATA since March of 2013.  In this capacity, he oversees ATA’s legislative affairs office and operations, leading ATA’s lobbyists, as well as grassroots, and political affairs teams, to effectively advocate on behalf of the trucking industry on Capitol Hill. As the head of ATA’s legislative affairs team, Hanscom takes a lead role in developing and executing advocacy strategies, as well as communicating ATA’s legislative and policy priorities both internally and externally. Henry has a lengthy record of legislative accomplishments on behalf of the industry, securing legislative victories on workforce, safety technology and infrastructure issues. While with ATA, Hanscom has been promoted multiple times, serving as a manager of legislative affairs until 2014, director of legislative affairs until 2017, and vice president of legislative affairs until 2023, before being promoted to the role in which he currently serves. Prior to joining ATA, Henry began his career working for Senator Olympia Snowe (R-ME), where he spent more than 7 years working with the Senator, until her retirement in early 2013. While serving in Senator Snowe’s office, Henry held several positions, including staff assistant, legislative correspondent, director of correspondence and legislative assistant.  His legislative portfolio for the Senator included transportation, housing, labor, federal employee and postal issues. Henry is a native of Maine, and attended Colgate University in Hamilton New York, where he earned a Bachelor of Arts degree in political science in 2005.

Dan Hilton, Executive Director, American Trucking Associations Moving and Storage Conference

Daniel Hilton is a veteran of Capitol Hill and trade association advocacy.  He began on staff at the House Armed Services Committee, before joining the office of Representative Walter B. Jones (R-NC), followed by Rep. Randy Neugebauer (R-TX) where he oversaw military, transportation and energy policy. Following his tenure on Capitol Hill, he was selected to open the Washington office of the American Supply Association (ASA), the national trade association representing distributors and manufacturers serving the Plumbing-Heating-Cooling-Piping (PHCP) and Industrial Pipe-Valve-Fitting (PVF) industries. There, he successfully launched ASA-PAC, the Association’s Legislative Fly-in and facilitated the introduction of family-run plumbing wholesalers to Legislators and their staff.  He then led federal and international contracting issues at the American Council of Engineering Companies (ACEC), the business voice of America's engineering and design services industry. He was responsible for maintaining the Council’s relationships with federal clients such as the Army Corps of Engineers, NAVFAC and others. He successfully led their efforts to challenge federal contracting policies related to COVID-19, loosening access to federal installations, and worked to design fair and reasonable contracting rules and opportunities for the private sector.  He is a graduate of the State University of New York at Oswego (SUNY Oswego) where he received a BA in Political Science. In addition, he earned an MBA and an MA in Government from the Carey Business School of Johns Hopkins University. He resides in Fairfax, VA with his wife Ana and three daughters.
